Làm Sao Để Chuẩn Bị Một Cuộc Phỏng Vấn Bớt Căng Thẳng?

Liệu có thể có một cuộc phỏng vấn thoải mái tại Tòa Lãnh sự Hoa Kỳ ở Việt Nam không? Có thể là không, nhưng có một số điều mà đương đơn (tức người được bảo lãnh) nên ghi nhớ khi chuẩn bị cho một cuộc phỏng vấn.

1- Cuộc phỏng vấn diễn ra trong một căn phòng rất ồn ào, với tấm kính dầy ngăn cách đương đơn với nhân viên phỏng vấn. Điều này sẽ làm đương đơn khó nghe và được người phỏng vấn lắng nghe, vì chung quanh họ có quá nhiều người mà hầu như ai cũng nói như là hét vậy.

2- Dù đương đơn có thể nói tiếng Anh, nhân viên lãnh sự vẫn nhờ người Việt Nam thông dịch. Những thông dịch viên này đôi khi chịu nhiều mệt mỏi và nhàm chán nên có thể xảy ra việc thông dịch sai trật và không đầy đủ những câu trả lời các câu hỏi của nhân viên lãnh sự. Và điều này có thể đưa đến việc từ chối đơn xin cấp chiếu khán (visa).

3- Các hồ sơ bảo lãnh diện hôn-thê hoặc vợ-chồng hiện nay đòi hỏi đương đơn phải thông hiểu về người bảo lãnh và đời sống của họ tại Hoa Kỳ. Trong quá khứ, chỉ cần đương đơn hiểu biết về việc làm, nhà cửa, xe cộ và người thân của người bảo lãnh đang sinh sống ở Mỹ là đủ. Nhưng trong năm nay, có nhiều câu hỏi được đưa ra mà có lẽ các đương đơn chỉ có thể trả lời nếu họ đã thực sự sống với người bảo lãnh tại Hoa Kỳ!

Sau đây là một số lý do khiến nhiều hồ sơ bị từ chối trong 6 tháng vừa qua:

- Đương đơn không biết những dữ kiện căn bản về người bảo lãnh; chẳng hạn như các thành phố mà người bảo lãnh đã từng cư ngụ trước đây, thành phố mà người bảo lãnh làm việc và nơi mà người bảo lãnh từng theo học.

- Bằng chứng về hình ảnh cho thấy hai người chỉ ở với nhau khoảng hai (hoặc "ba", hay "bốn") ngày.

- Hai người nộp bằng chứng cho thấy lễ đính hôn được tổ chức qúa khỏ, không tương xứng. Điều này có vẻ không phù hợp với tiêu chuẩn văn hóa và xã hội Việt Nam, vì khi có lễ tiệc quan trọng như vậy thì sẽ có nhiều người thân, bạn bè được mời tham dự với hàng trăm quan khách, dù rằng những gia đình này không giàu có.

- Phong tục xã hội và văn hóa Việt Nam đòi hỏi một thời gian quen biết lâu trước khi đi đến hôn nhân, nhưng người bảo lãnh và đương đơn đã đính hôn chỉ trong một tuần của lần gặp gỡ đầu tiên.

- Đương đơn không biết tên công ty mà người bảo lãnh đang làm việc, hay không biết tên của chủ nhân, hoặc không biết tên của người chủ nhà chẳng hạn.

- Đương đơn không thể mô tả được thành phố mà người bảo lãnh đang sống, hoặc nơi mà người bảo lãnh từng cư ngụ trước đó.

- Đương đơn không biết tên bạn bè của người bảo lãnh, hoặc chỉ có thể nói đến một người bạn của người bảo lãnh nhưng lại không biết tí gì về người bạn này, hoặc không biết làm sao mà họ làm bạn với nhau.

- Đương đơn không biết sở thích, thú vui chơi, những môn giải trí của người bảo lãnh, và chỉ có thể biết một vài món mà người bảo lãnh thích ăn mà thôi.

- Đương đơn không biết những việc làm của người bảo lãnh trước đây, ngoại trừ công việc hiện tại.

- Các đương đơn diện hôn thê-hôn phu (fiancee) không thể cung cấp các dữ kiện căn bản về kế hoạch đám cưới ở Mỹ; chẳng hạn như ngày hôn lễ, nghi lễ sẽ diễn ra như thế nào, địa điểm tổ chức, số khách tham dự hay phí tổn ra sao; và cũng không thể nói việc xin hôn thú kéo dài bao lâu, hay những giấy tờ nào đương đơn cần có để xin hôn thú ở Hoa Kỳ.

- Đương đơn diện hôn thê-hôn phu không thể cung cấp các dữ kiện căn bản về dự tính thời gian hưởng tuần trăng mật ở Hoa Kỳ sau khi cưới; chẳng hạn như nơi đến, tên khách sạn, thời gian ở bao lâu, phương tiện di chuyển hay ước lượng phí tổn ra sao.

Hỏi Đáp Di Trú:

- Hỏi: Theo Lãnh sự, số khách tham dự tiệc đính hôn hay tiệc cưới phải là bao nhiêu?
- Đáp: Số người tối thiểu lại tùy theo quan điểm của nhân viên Lãnh sự. Đây là một vấn đề rất chủ quan. Nếu đoán, chúng ta có thể nói 10 bàn là đủ, nhưng nhân viên lãnh sự có thể nghĩ rằng 15, hay 20 bàn mới là con số thích hợp, và một vài nhân viên Lãnh sự khác thì có thể hài lòng với 5 bàn, và những người khác có thể không quan tâm đến số bàn tiệc.

- Hỏi: Làm sao đương đơn có thể biết tên các chủ nhân, chủ nhà hay bạn bè của người bảo lãnh ở Hoa Kỳ?
- Đáp: Chúng tôi nghĩ rằng họ không thể trả lời những câu hỏi như thế. Những câu hỏi tương tự chỉ có thể trả lời khi đương đơn đã từng sống ở Hoa Kỳ và từng sống với người bảo lãnh một thời gian nào đó.

Preparing for a Stress-Free Interview 
 
Is it really possible to have a stress-free interview at the American Consulate in Vietnam? Maybe not, but there are some things that the applicant can keep in mind when preparing for the interview.
 
(1) The interview will be conducted in a very noisy room, with a thick glass barrier between the applicant and the interview officer. This makes it difficult to hear, and to be heard, so applicants are surrounded by lots of other people who are almost shouting.
 
(2) Even if the applicant speaks English, the Consular Officer will probably use a Vietnamese translator. These translators sometimes suffer from fatigue and boredom, so there may be incorrect or inadequate translation of the answers to the questions of the Consular Officer. And this can result in denial of the visa application.
 
(3) Fiancée and spouse cases require the applicant to have a thorough knowledge about the Sponsor and about his life in the U.S. In the past, it was enough for the applicant to know about the sponsor’s job, house, car, and relatives living in the U.S. This year, it looks like some of the questions can only be answered by applicants who have actually lived with the sponsor in America.
 
Here are some reasons that some cases have been denied during the past six months:
 
• Applicant does not know basic facts about Sponsor, such as what cities the Sponsor lived in before, what city the Sponsor works in and where the Sponsor attended college.
 
• Photo evidence can only establish that the couple were together for approximately two (or “three”, or “four”) days. 
 
• Couple has submitted evidence of only a small, inconsequential engagement ceremony. This contradicts local social and cultural norms in which many family members and friends are invited to engagement celebrations with hundreds of guests, even for families who are not rich. 
 
• Vietnamese social and cultural customs require a lengthy period of pre-marriage arrangements, but Sponsor and Applicant became engaged within one week of their first meeting in person. 
 
• Applicant did not know the name of the company for which the Sponsor works, or did not know the name of his boss, or did not know the name of his landlord.
 
• Applicant was unable to describe in any way the Sponsor’s town or the place where he previously lived. 
 
• Applicant could not name Sponsor’s friends, or, Applicant only able to mention one friend of Sponsor but knew nothing about the friend or how Sponsor met him.
 
• Applicant unable to name Sponsor’s hobbies, favorite entertainments, pastimes and could only mention a few foods that the Sponsor likes to eat.
 
• Applicant unaware of any job the Sponsor has held except his present job.
 
• Fiancée Applicant unable to provide basic facts regarding the planned marriage in the US, such as ceremony, manner of celebration, location, number of guests or approximate costs, and could not say how long their marriage registration would take in the U.S. or what civil documents Applicant needs to obtain for their marriage license in the U.S. 
 
• Fiancée Applicant unable to provide basic facts about proposed honeymoon in the US after marriage, such as destination, hotel, duration, transportation or approximate costs.

Q.1. According to the Consulate, What is the minimum number of guests for an Engagement party or Wedding reception?
 A.1. That minimum number is up to the opinion of the Consular officer. It is a very subjective matter. If we have to take a guess, we would say 10 tables would be enough, but some Consuls may think it should be 15 or 20 tables, and some Consuls might be satisfied with 5 tables, and some might not even think about the number of tables. !

Q.2. How can Applicants be expected to know the names of the Sponsor’s boss, landlord, or friends in the U.S.?
 A.2. I think they can not answer such questions. These questions can only be answered by Applicants who have visited the States and lived with the sponsor for some time.
